The National Committee on United States-China Relations is pleased to announce the ninth round of its Public Intellectuals Program (PIP).  Generously funded by Carnegie Corporation of New York, this two-year program is designed to identify outstanding members of the next generation of American China scholars and specialists, enrich their understanding of policymaking processes in the United States and Greater China; help them establish useful relationships with their academic colleagues and with policy practitioners; and nurture their ability to engage with the public at the national, regional, and local levels.  PIP IX will be implemented through a series of activities, held from Summer 2025 through Spring 2027, including seminars in Washington, D.C. and the West Coast, a study tour to Asia, and the opportunity to participate in National Committee delegations as scholar escorts and in public education initiatives. 

We are looking for those in the academic, professional, or policymaking spheres with the interest and potential to play significant roles as public intellectuals. Twenty young American scholars and specialists who focus on China and who wish to venture outside of academia or their profession into areas relevant to foreign policy and public education will be selected for the program.   

PIP is an enrichment opportunity intended to complement fellows’ primary academic or professional positions; stipends are not provided, but all program-related expenses are covered.  The program offers unique opportunities for professional development, mentoring by senior scholars, networking, and exposure.  Fellows will meet with senior American and Chinese policymakers and specialists, and will be exposed to individuals and institutions outside of their own fields, such as the arts, business, health, and civil society.  Fellows will also have the opportunity to meet journalists and others in the media, and will have access to media coaches to help edit and place op-eds and develop a social media presence.  Successful applicants will become part of an accomplished community of PIP fellows with a strong peer network of mutual support and academic collaboration.

Eligibility:

Eligible applicants must be U.S. citizens or permanent residents. Academics must have a terminal degree (i.e.: PhD, JD, MD, EdD, MFA) and several years of experience teaching and/or researching China. Those in other professional fields must have several years of experience in China-related work. All must have demonstrated expertise on China.  

Priority is given to candidates aged 32–46 who are based in the United States or Greater China.  

Commitments:

During the two-year program period, fellows will be expected to commit to the following:  

  • Two four-day domestic workshops, one in Washington D.C. (Fall 2025 and Spring 2027); 
  • One three-day West Coast workshop (Spring 2026);  
  • One 12 to 14-day fellows’ trip to China or other Asian countries (Summer 2026 or Winter 2027);   
  • Develop and execute at least one public education program with up to $1,250 funding from PIP.   

Application and Selection:

Applicants must complete an online application which includes an essay of no more than 800 words focused on how you would benefit from the PIP program and how the program would benefit from your participation, short supplementary questions, a current CV, and the names of and contact information for two references (one professional and one personal).

Applications are reviewed by a selection committee made up of PIP’s advisory committee and National Committee staff. Applicants can expect to receive updates on their applications by the end of July 2025.

From January 16–18, 2025, the National Committee on U.S.-China Relations (NCUSCR) led a delegation of 12 American China specialists to Beijing for the inaugural “Beida Forum.” Co-organized by the National Committee and the Institute for Global Cooperation and Understanding (iGCU) at Peking University, this three-day interdisciplinary program brought together “next-generation” U.S.-China experts and practitioners to explore the future of bilateral relations in the aftermath of the November 2024 U.S. presidential election.

The American delegation was led by NCUSCR Board Director Robert Daly, who also serves as director of the Kissinger Institute on China and the United States at the Wilson Center. The Chinese delegation was led by Professor Wang Dong, a faculty member in Peking University’s School of International Studies and Institute for Global Health and Development, as well as the Executive Director of iGCU.

The first day of the forum featured robust dialogue on the Peking University campus, fostering candid discussions between the delegations. Over the following two days, the American delegates participated in a series of external meetings across Beijing, engaging with government officials, policy leaders, private sector representatives, journalists, and other thought leaders.

This collaborative initiative underscored the importance of fostering mutual understanding and building connections between emerging leaders in the U.S. and China at a time of great uncertainty in the bilateral relationship.

The National Committee on U.S.-China Relations held our annual black-tie Gala Dinner on Tuesday, October 15, 2024, at the Ziegfeld Ballroom in New York. 

This year, we celebrated William E. Ford, chairman and chief executive officer of General Atlantic, for his enormous contributions to constructive Sino-American relations. Mr. Ford has been a board member of the National Committee for almost a decade and strongly supports our mission to promote forthright dialogue, mutual understanding, and cooperation between the United States and China.   

In addition to remarks from Mr. Ford, the evening featured distinguished speakers including NCUSCR Executive Vice Chair Evan Greenberg, Chinese Ambassador to the United States Xie Feng, and NCUSCR President Stephen A. Orlins. Presidents Biden and Xi also sent congratulatory letters which were read during the event. The evening included a marquee performance by students from The Juilliard School to highlight the essential role that musical exchange plays in people-to-people relations. 

This year’s gala saw a record level of donations. The National Committee is deeply grateful to all our supporters and friends for enabling us to continue our work.

Senior leaders from the National Committee on U.S.-China Relations met for an off-the-record discussion with Chinese Foreign Minister Wang Yi on the sidelines of the UN General Assembly in New York on September 25, 2024.

National Committee participants included Stephen A. Schwarzman, Chairman, CEO and Co-Founder, Blackstone; National Commitee Director Sheldon Pang, vice chairman, Freeport Commodities LLC; Stephen Kehoe, executive vice president, chief corporate affairs officer, PepsiCo and chairman of the board of directors, PepsiCo Foundation; and National Committee President Stephen A. Orlins.

The National Commitee joined the US-China Business Council, the U.S. Chamber of Commerce, and the Aspen Strategy Group at the meeting, which also included representatives of the Asia Society and Council on Foreign Relations. The meeting included discussion of trade, economic, and investment policies, and the potential for greater cooperation on healthcare, climate, and security issues.

“It is essential to American interests that business leaders and policy experts have the opportunity to discuss critical issues, address concerns, and build working relationships with Chinese leaders to improve the bilateral relationship ,” said NCUSCR President Stephen Orlins. “In light of the many challenges confronting the world today, it is imperative that Americans and Chinese work constructively to address issues of global concern.”

NEW YORK – May 22 – The board of the National Committee on U.S.-China Relations elected former U.S. Trade Representative Ambassador Charlene Barshefsky as chair of the board. Ambassador Barshefsky is best known globally as the architect and negotiator of China’s WTO agreement, which opened China’s economy as a worldwide market. She succeeds Chairman and CEO of Chubb Limited and Chubb Group Evan G. Greenberg, who was elected to serve as Executive Vice Chair.

“When times are good, what the National Committee does is a really nice-to-have,” said Ambassador Barshefsky. “When times are the way they are now, what the National Committee does is essential. It’s not a nice-to-have. It’s a have-to-have. Because in a period of instability and volatility and acrimony, creating avenues that provide some relief, some outlet, some series of vectors that didn’t exist before that provide a backdoor for both sides to be able to take a deep breath…This is absolutely vital.”

Ambassador Barshefsky is chair of Parkside Global Advisors, Washington, D.C, where she advises multinational companies on their global market access, investment, and negotiation strategies. She previously served as Senior International Partner at WilmerHale where she chaired the firm’s International Trade, Investment and Market Access Group. She joined WilmerHale after serving as the United States Trade Representative from 1997 to 2001 and Acting and Deputy USTR from 1993 to 1996.

As the United States Trade Representative and a member of the President’s Cabinet,
Ambassador Barshefsky was responsible for the formulation of U.S. trade policy and the
negotiation of hundreds of complex trade and investment agreements that significantly
opened markets, removed regulatory barriers and cemented protections for U.S. investment from Europe to Asia, Africa to Latin America and the Middle East. She also led the negotiation of global agreements to open the financial services and telecommunications sectors, remove global tariffs on information technology products and protect intellectual property rights.

Long renowned in the U.S. and around the world for her negotiating, policy and strategic
skills in transactions with governments, state-owned enterprises and private companies,
Ambassador Barshefsky has been honored by both Harvard and Yale law schools. Her
negotiations with China are the subject of several Harvard Business School case studies; and
her negotiating and strategic skills have been heavily profiled in a large number of books,
magazines, and newspapers. She is a lecturer and op-ed contributor in the U.S. and abroad
on trade and international economic issues of importance and is the recipient of a number
of honorary degrees and numerous other accolades for lifetime achievement. She has been
formally recognized as one of the most influential lawyers in the United States.

Ambassador Barshefsky serves on the Boards of Directors of the Estee Lauder Companies
and Stagwell Inc, and formerly served on the boards of the American Express Company,
Intel Corporation and Starwood Hotels & Resorts Worldwide. She is a Trustee of the
Howard Hughes Medical Institute, a Director of the Climate Leadership Council, and a
Member of the Council on Foreign Relations. She is also an advisor to a broad array of
foreign policy-oriented and economic institutions devoted to public policy and international
relations.
